So is Tennessee the top overall program in the SEC right now?

Interesting question. It seems you're probably right.
They were SEC basketball champions too. I don't think you can argue that another program is ahead of them in basketball or baseball.
Alabama and Georgia are definitely ahead in football. Georgia's basketball is terrible. Alabama's baseball is mediocre.
I'd say Alabama.I think they'll be better in football and basketball.Baseball not so much.Depending on baseball next year I could see Arkanansas being better in baseball and basketball.But Tennessee is on the upswing.It all started with a great AD hire.
In the SEC, it's what have you done for me lately. Each year one or two of the bluebloods of the league has a great overall year. SEC baseball is just ridiculous right now.... 5 straight CWS titles by 5 different teams. Lots of folks investing in baseball the last 15 years or so.
