Violations are reviewed and assessed at the end of the year. Losing the cowbell completely would require the ADs to vote to change the bylaws.
I'm uncertain if the cowbell rules apply to nonconference games or not. The noise maker ban is expressly limited to games between conference members, but the institutionally controlled noise rules apply to all games.
