Pretty long read.
Sadly a lot of this rampage could have been avoided very early. If the judge during the first rape trail, after hearing the jury declare a guilty verdict, had denied bail and sent him to the jail to await sentencing (as is common practice) instead of releasing him to the custody of his parents, he would have been sitting in a cell.

Hodne was a horrible person and deserved far worse than what he got.

Lot's of conjecture about other things in the article though.

Penn State coaches and officials covering up for him makes them horrible and deserving as well.

In my opinion the Law Enforcement community was the major culprit in allowing this rampage to continue. In one instance after receiving a guilty verdict, (1st trial) instead of denying bail and transferring Hodne to jail to await sentencing (as is custom), the judge allows him to go free under the custody of his parents.
Then later on, from another sentencing he is released serving minimum time (7 years vs 21 years) despite receiving warnings to the parole board that he would be a high risk to the community and therefore strongly suggested he should be denied parole.
