a lot of moving parts. He was scheduled to announce his decision on April 5th, before he had ever visited PSU. Most predictions had him headed to Auburn in advance of that announcement.
PSU convinced him to delay his announcement, and he visited PSU for 2 days in the past week.
Before his scheduled April 5th announcement, he had indicated that he was going to announce his decision, but still go on all his official visits. Now, it appears that the only OV he'll go on (besides PSU) will be to an Auburn game in the fall -- he got an OK from PSU's staff to do so.
He lives in Alabama, so who knows what will happen between now and the early signing day.

Not sure how solid you’d consider the commitment when he said yesterday he’s still going on all his official visits this Fall- Miami, Florida, Florida State, Penn St, Auburn, and possibly Oklahoma State. Apparently Auburn wants to be his last official visit.

If he is still visiting then he is still not committed by most anyone's standards.
Yes, but I’m still going to have an extra spring in my step for the next few days. That’s worth something.
