He sounds like creep and definitely crossed the line but to have been talking with these women for over a year and them to have obviously sent him risqué photos it seems like they were all going along with it and accepted the situation.

He was a dumbass and should have known but the women are complicit in situation evolving just as much as he his. The women were not underage they were 22/23 and graduating college. Hell Kiffin is openly dating a student.
