On3 Recruiting Prediction Machine: Penn State trending for IOL Donovan Harbour
Waukesha (Wis.) Catholic Memorial four-star interior offensive line Donovan Harbour announced Saturday night that he’ll be committing to a school on April 18, his birthday.
While Harbour’s recruitment has been fairly wide-open up to this point, a school has recently taken a massive leap ahead for Harbour according to the On3 Recruiting Prediction Machine.
Following recent industry updates and a prediction from Penn State recruiting insider Ryan Snyder, the Nittany Lions have a commanding lead to land Harbour’s commitment sitting 90.9%. Snyder put in his pick with a confidence level sitting at 70%.
At the end of December Harbour narrowed his list of top schools down to Penn State, Florida, Michigan, Ohio State, Oregon, Tennessee and Wisconsin. The Nittany Lions extended an offer to Harbour last April and he was on campus Saturday for their spring game.
“It was amazing,” Harbour told On3 following the visit. “I loved the atmosphere. I loved how they were having fun while competing with each other and also making each other better.
The 6-foot-4, 305-pounder is the No. 165 overall prospect and No. 10 interior offensive lineman in the 2024 cycle, according to the On3 Industry Ranking, a weighted average that utilizes all four major recruiting media companies. He is also the No. 1 player in Wisconsin.
Harbour currently has an On3 NIL Valuation of $74K. The On3 NIL Valuation is the industry’s leading index that sets high school and college athletes’ projected annual value (PAV). The NIL valuation does not act as a tracker of the value of NIL deals an athlete has completed to date. It rather signifies an athlete’s value at a certain moment in time.

Penn State finding success on the recruiting trail
This spring has been kind to James Franklin and co. and a commitment from Harbour would add to another solid class that Franklin’s putting together.
Entering the new year, the Nittany Lions lone commitment was four-star interior offensive lineman Cooper Cousins. They picked commitments from three-star linebacker Anthony Speca on Jan. 17 and three-star linebacker Kari Jackson on Feb. 28.
Three-star cornerback Kenny Woseley committed to Penn State at the beginning of March and three-star tight end Luke Reynolds added his name to the list March 25.
April has been Penn State’s strongest month recruiting as they’ve landed commitments from four-star athlete Quinton Martin, four-star cornerback Jon Mitchell, three-star cornerback Antoine Belgrave-Shorter and three-star interior offensive lineman Caleb Brewer.
With those commitments Penn State has the No. 11 class in the country and the No. 3 class in the Big Ten.
