James Franklin addresses how Penn State has filled biggest needs
Penn State exits the 2022 season with eyes set on taking a leap. Under James Franklin, the Nittany Lions look to become a true College Football Playoff contender by complementing the current roster with new pieces capable of plugging holes.
Through the transfer portal, Penn State has been able to address needs at wide receiver and defensive back so far. At his off-season press conference, James Franklin started by addressing improvements made on offense.
“Wide receiver – I will tell you that Malik (McClain) has been impressive so far,” said Franklin. “Tested extremely well in our baseline testing when these guys arrive. He’s also just always got a huge smile on his face. I know coach Hagans had him as the competitor of the day, so that’s been positive. All the feedback from the strength coaches, as well as the guys, has been really good with him.”
In addition to McClain, Penn State has a portal commitment from former Kent State receiver Dante Cephas, although Franklin cannot comment on him yet due to NCAA rules.
Continuing to talk about recent additions, Franklin spoke about what he has seen early on from his newest defensive player.

“Yeah, so Storm (Duck) is another one,” said Franklin. “You guys will get to know him. Storm is very business-like. Academically – we got an academic report this morning – he’s killing it. To be honest with you, Malik McClain is as well. Doesn’t say a whole lot. He’s just kind of about his business. It was like that during the recruiting process with him, and it’s been that way since he got on campus. Everybody’s been really impressed.”
James Franklin on transfer portal window
While Penn State has done well so far in the transfer portal this season, it has not come without difficulties. James Franklin explained the unique disadvantage the Nittany Lions face under the current model, as well as how his staff overcame it.
“As you guys know, there will be a second wave,” said Franklin. “There’ll be a second wave after spring ball. Which, there’ll be some opportunities at that point. Our academic calendar starts earlier than most, so a lot of times when you talk about these championship teams – in the national championship game – a lot of these guys go in the portal after that game.
“We’re typically pretty far along. So for us, our window to get guys into school, accepted to school, started with classes, we have a smaller window than most from what I’ve seen. So we’ve got to be aggressive, but then I think there’s going to be some opportunities as well on the back end.”
