NFHS to launch mobile platform for high school sports rules publications

The National Federation of State High School Associations, or NFHS, made it simpler to review rules during games through NFHS Digital. The new mobile platform will be available on July 1 for iOS and Android devices, providing instant access to its rules publications.
The NFHS developed the application in partnership with officiating education technology company RefReps. Once it is live, the app will allow users to purchase the rules publication of up to 18 sports in a mobile-friendly format. In addition to the rule books, the platform will also provide access to case books, official manuals, handbooks, Policy Debate Quarterlies, and other publications.
Meanwhile, additional features will enable users to highlight, bookmark, or take notes on specific statements or pages. As Director of Officiating Dana Pappa said, “With NFHS Digital, the NFHS is proud to provide officials, coaches, and administrators with a streamlined experience to build their library of rules publications. We want to ensure that high school leaders have easy and reliable access to playing rules and resources, ultimately leading to a better game experience for the millions of student-athletes across the country.”
Likewise, RefReps Founder and CEO Kyle Armstrong added, “With the launch of NFHS Digital, we’ve applied what we’ve learned to deliver more than just a digital rules book. Alongside the NFHS, we’ve created a powerful technology platform for the future of officiating and rules knowledge across all sports.”

The NFHS also noted that their 2025-26 publications will be available only through NFHS Digital and not AllAccess.
The NFHS is the national advocate for high school athletics, fine arts, and performing arts programs. Their members include all high school sports governing bodies in the 50 states and the District of Columbia, which covers 19,500 schools and over 12 million students.
