Arizona State QB commit Israel Carter not signing in Early Signing Period

Corona (Calif.) Centennial three-star quarterback Israel Carter will not sign with Arizona State during the Early Signing Period, he announced Wednesday night.
Carter has been committed to the Sun Devils since April. However, he has not received an in-home visit yet from new head coach Kenny Dillingham.
