On3 has released its updated player rankings — the On300 — for the 2025 cycle. After dozens of spring camps and 7v7 events, as well as the start of the track and field season, a few prospects made major moves up the board.

Director of Scouting and Rankings Charles Power and National Scout Cody Bellaire break down some of the biggest risers over the past few months and what they’ve shown on the field:

4-star QB Keelon Russell – SMU commit

New Ranking: No. 81
Previous Ranking: No. 123

Keelon Russell has put on a clinic on how a prospect should dominate the offseason. Every workout, camp, or tournament he has participated in during the spring he has lit up. His ascent in the rankings is a product of the progress he has made in his physical development and in his development as a pure passer. The arm talent and zip on the football has always been there as well as the frame. Now, heading into his senior season, he appears to have filled out and add substantial mass throughout his frame and he has improved his mechanics as a passer. He has looked so polished in camp settings and is throwing with more touch and accuracy than ever before. His footwork has improved and he still looks athletic and twitchy even after adding mass. His arrow is very much pointing up as he heads into his senior season at Duncanville (Texas).” – Cody Bellaire, On3 National Scout

4-star DB Tae Harris – Clemson commit

“The Clemson commit out of Cedartown (Ga.) lit the track and camp circuit on fire this spring laying down some eye-popping times. Tae Harris has run a 10.73 in the 100m and 22.39 in the 200m this track season and ran in the 4.3’s in the 40 in a camp setting. His workouts have been extremely impressive showing off his burst and movement skills at 5-foot-11, 185 pounds. We felt that his athleticism, size and skillset translated more to the safety position at the next level and beyond due to his physical nature and willingness to come downhill as well as his ability to cover from sideline to sideline. He has tremendous upside as a defensive back that can play a multitude of roles in the secondary.” – Cody Bellaire, On3 National Scout

4-star SAF Marcus Wimberly – Oklahoma commit

Marcus Wimberly recently committed to Oklahoma and the Sooners got themselves a phenomenal athlete in the back half of their defense. Wimberly is a prospect who has always had solid track speed running in the low 11’s in the 100m. But during this spring camp circuit he has laid down 40 times in the low 4.4’s at 6-feet, 200 pounds and put together a tremendous workout. His burst and ability to get out of his backpedal and close to the football is excellent and it showed in 1-on-1’s as well as the junior tape. Proving that he can run and cover against some of the premier athletes in the state of Texas was huge for him and his evaluation at this point in the process.” – Cody Bellaire, On3 National Scout

4-star WR Vernell Brown III

Vernell Brown is a dynamic receiver who threatens all levels of the field. He has a case as the best yards-after-catch receiver in the cycle, in our opinion, just with his dynamic ability with the ball in his hands. He doubles as one of the best return men in the cycle as well. Outstanding spacial awareness, quickness, long speed and ability to make defenders miss in space. But that’s not to take away from his overall skill set as a receiver. He’s very well-rounded, we think he projects as a high-end route runner. But he’s a loose athlete with great change of direction. He can really threaten all levels of the field in addition to just being dynamic after the catch. In the quick game, he can separate with routes over the middle of the field and he also has the vertical speed to be a deep threat. I think he showed good ball skills, he can attract the football and catches with his arms extended. I think there’s a lot to like about Vernell Brown. He’s a guy who’s had a dominant offseason. Really has shown up to every event and been one of if not the best receivers on hand throughout the camp and 7-on-7 circuit. And that’s on top of what we view as extremely strong junior film. I had as much fun watching his junior film as any receiver we evaluated this go-around. 4-star WR Joshua Moore

Joshua Moore has a case as one of the more physically imposing and physically gifted receivers in this cycle. He’s built like a pure X outside receiver at 6-foot-4, 205 pounds. He’s a plus-athlete on the field and in the combine setting. i think he has outstanding functional movement skills at his size, can change directions well. Strong after the catch and has a very large catch radius. This is a guy who is 6-foot-4 with very long arms. When you dig into his junior film, you find some outstanding high-point catches. He can elevate over defensive backs, makes some highlight-reel, one-handed grabs and just does a great job of tracking the football. This is a guy with a lot of translatable traits as a big outside receiver who is also athletic and can pick up yards after the catch.” – Charles Power, On3 Director of Scouting and Rankings

4-star QB Husan Longstreet – Texas A&M commit

Husan Longstreet could have the strongest arm in the 2025 cycle at quarterback. I think he’s certainly at the top of the list and he just has explosive arm talent. He drives the ball to all levels at ease. Everything about his movements and arm action is twitchy. The ball jumps out of his hands and he can really, really rip throws. You see that on his junior film. He excels in the RPO game and pushing the ball vertically. He’s kind of backed that up in the camp circuit early on this offseason. Watching him go through workouts and seeing how the ball jumps out of his hand and the extreme velocity he’s able to generate with little strain is certainly impressive. 4-star WR Lotzeir Brooks – Alabama commit

Previous Ranking: Unranked 3-star

Lotzeir Brooks had a phenomenal junior season. This is a guy who had 22 receiving touchdowns as a junior while leading his team to a state championship. He is a shifty playmaker who’s able to really separate to all levels of the field. He shows very good ball-tracking ability, can locate the ball over the shoulder and is dynamic with the ball in his hands. He maximizes yardage and is tough to bring down in open field. He’s one who likely projects as a slot receiver but has the skill set to line up all over the formation. Certainly one of the more dynamic receivers with the ball in his hands in this 2025 cycle.” – Charles Power, On3 Director of Scouting and Rankings
