Top 10 players available in the NCAA Transfer Portal
Since it opened officially on December 9, the NCAA Transfer Portal has seen more than 2,000 Division I scholarship players enter from across the country.
That includes former five-stars looking to reboot their careers, mid-major and FCS players looking to step up in competition and plenty of others looking for a fresh start. On3 is sorting through the thousands of players currently in to rank the best available.
And we’ve outlined below the current 10 best players in the portal as of Monday, December 16, per the On3 Industry Ranking.

QB John Mateer
On3 Industry Transfer Portal Ranking: No. 1
Previous School: Washington State
Mateer led the Cougars to an 8-4 record in 2024, as the quarterback threw for 3,139 yards and 29 touchdowns while rushing for 826 yards and 15 touchdowns on the ground. Mateer finished the regular season ranked No. 5 in the nation in total individual offensive production, producing 330.4 yards per game.
He is instantly viewed as one of the top available quarterbacks available on the transfer market, and Oklahoma — which hired his offensive coordinator Ben Arbuckle — is considered the favorite to land him.
WR Eric Singleton Jr.
On3 Industry Transfer Portal Ranking: No. 2
Previous School: Georgia Tech
Singleton entered the transfer portal on Monday and quickly became one of the more highly sought-after players, and understandably so. As a sophomore in 2024, he led the Yellow Jackets with 56 receptions for 754 yards and three touchdowns.
His standout sophomore season came after an All-American effort as a freshman. Singleton in 2023 had 48 receptions for 714 yards and six scores.
He has already visited Ole Miss and Auburn, and LSU, Miami and Texas are among others in contention.
WR Kevin Concepcion
On3 Industry Transfer Portal Ranking: No. 3
Previous School: NC State
Concepcion named his top six schools last week after entering the portal: Alabama, Colorado, Florida State, Miami, South Carolina and Texas A&M. He visited Alabama from Thursday to Saturday and is currently on a visit to Colorado.
He had a breakout freshman campaign in 2023, hauling in 71 passes for 839 yards and 10 touchdowns. He also contributed another 320 yards on the ground as a do-it-all playmaker. This fall, Concepcion turned 53 receptions into 460 yards and six touchdowns with two more rushing scores.
EDGE Ben Bell
On3 Industry Transfer Portal Ranking: No. 5
Previous School: Texas State
A transfer from Texas State, Bell has been one of the nation’s most productive defensive ends over his five years at the college level. After two seasons at Louisiana Tech, he transferred to play for the Bobcats ahead of the 2022 season.
In his three years at Texas State, he notched 95 tackles, including 25 for loss, as well as 15.5 sacks. This season though, he only appeared in four games before sitting out the rest of the year to preserve his eligibility.
CB Tacario Davis
On3 Industry Transfer Portal Ranking: No. 7
Previous School: Arizona
Davis was a second-team All-Big 12 selection and a Jim Thorpe Award semifinalist in 2024 and is widely considered an early-round draft pick in the NFL whenever he opts to leave college. During his three seasons at Arizona, he notched 76 tackles, 2.5 tackles for a loss, an interception, a fumble recovery and 23 passes defended.

A Long Beach (Calif.) native, he is expected to be among the most sought-after players in the portal.
WR Dane Key
On3 Industry Transfer Portal Ranking: No. 9
Previous School: Kentucky
The junior finished the 2024 season with 47 catches for 715 yards and 2 touchdowns in 2024 for a Wildcats offense that struggled to throw the ball downfield. In three seasons at Kentucky, Key totaled 126 receptions for 1,870 yards and 14 touchdowns, emerging as the most reliable and talented player in the receiver room.
As a recruit, the four-star out of Lexington was the No. 266 overall prospect in the 2022 class, according to the On3 Industry Ranking. Ole Miss and Georgia are considered the top two schools for him currently.
WR Nic Anderson
On3 Industry Transfer Portal Ranking: No. 11
Previous School: Oklahoma
After redshirting his freshman season, Anderson recorded 38 catches for 798 yards and 10 touchdowns in his second year with the Sooners.
However, he was hampered by injury in 2024 and did not appear in any games for OU. He is expected to have three years of eligibility remaining. Two early schools in the mix are LSU and Texas A&M, sources tell On3’s Pete Nakos and Steve Wiltfong.
SAF Genesis Smith
On3 Industry Transfer Portal Ranking: No. 13
Previous School: Arizona
Smith started nine games and appeared in all 12 for the Wildcats. He racked up 64 tackles to go with three interceptions, two forced fumbles, a fumble recovery and six pass breakups. That followed a true freshman campaign where he played in all 13 games as a true freshman, playing as a special teamer and rotational defensive back.
TE Max Klare
On3 Industry Transfer Portal Ranking: No. 14
Previous School: Purdue
The 6-foot-4, 245-pounder played in all 12 of Purdue’s games this season. He finished the year with team-highs of 51 receptions, 685 receiving yards and four touchdowns. In the 2023 campaign, Klare appeared in five games and made four starts before suffering a season-ending injury.
After head coach Ryan Walters was fired, he opted to enter the portal and is the No. 1 tight end in currently. Texas and Texas A&M hosted him on a visit over the weekend, and both Louisville and Michigan are expected to be heavily involved.
WR Duce Robinson
On3 Industry Transfer Portal Ranking: No. 16
Previous School: USC
The 6-foot-6, 220-pound receiver caught 23 passes for 396 yards and five touchdowns during his second season with the Trojans. A Phoenix (Ariz.) product, Robinson took his first visit this weekend to Arizona State, which is expected to be a major contender in his recruitment. But Florida State is also considered an early favorite as Robinson begins the visit process.
His father, Dominic Robinson, played for the ‘Noles in the early 2000s.
