”UNIVERSITY PARK, Pa. — Penn State welcomed 16,239 first-year undergraduate students in fall 2023, and overall enrollment remains steady across the institution, according to the University’s annual enrollment snapshot released today (Nov. 2). For a fifth consecutive year, Penn State saw a rise in residential underrepresented student enrollment, with incoming first-time and transfer undergraduate students from underrepresented groups increasing by 409 students, or 3.9%, since last fall.

Overall, University-wide enrollment for fall 2023 remained stable at 87,903 students, down 0.2% (213 students in total) from fall 2022. Penn State educates more than 50,000 Pennsylvania residents annually as part of its commitment to the commonwealth and its citizens.

“Penn State continues to be a destination for Pennsylvanians and for students from around the world,” said Justin Schwartz, executive vice president and provost. “Our status as one of the world’s top public research universities, our focus on student success and economic growth, an expansive reach of educational offerings through the Commonwealth Campuses and World Campus, the outstanding quality of our faculty, and the power of the Penn State alumni network continue to draw the best and brightest students to the University.”“

Step 1, get ‘em enrolled. Check. Now to make them diverse, equitable, included, and belonged.

"There's a sucker born every minute"

BTW, all schools are seeing a temporary rise in applications and enrollment. The numbers will start to decrease in '25.

Pretty much agree with your take on the numbers. Might be a while before schools see a decline in the number of applications, largely a function of the near-universal use of the Common App. My wife has a student who is applying to 40 schools. While that is (ahem) uncommon, 25 no longer is.

Damn -40 schools is gonna cost over $3K - My daughter is applying now - 6 schools probable and all ones we visited - can't see applying to a ton of schools you have never seen in person - I lobbied to get PSU on her list but like most of her friends here in NEPA she prefers to go South to a warmer climate school - her sister goes to school in Savannah and loves it.

My wife spoke to the student about the number. As you might expect, he has not visited most of the schools. For most families in her district, $3k isn't a problem. What came as a surprise is that the number wasn't the student's idea, but rather his parents'. Go figure.

We've found that a number of schools allow you to apply for free if you make a connection of some kind. I.e., my daughter met personally with a few recruiters at her High School college day who gave her special instructions on how to apply at no charge.

FWIW:

Over the last 5 years, PSU enrollment is down 5% - largely due to the Commonwealth Campuses. University Park has seen slight increases.
(with so many more being offered University Park admission, there aren't nearly enough left to fill the CCs)

Applications (and Acceptances) don't mean much if they don't lead to enrollment. Turning Acceptances into Enrollments is the figure known as "Yield". Penn State's current Yield is - OTTOMH - around 17-18% now (lowest in the B10, FWIW)

University Park used to get a sh|t-ton of applications each year, often leading the nation. I’m guessing our application rank has tanked, like everything else.

Agree, as many kids can apply to colleges for free or next to nothing, especially if they are low income.

What many high schools are doing is encouraging their students to apply to as many schools as possible, even if they have no interest in going there. The HSs want them to be awarded as much 'scholarship money' as possible so they can claim at graduation that the seniors at their schools got $5 million ( or whatever #) in scholarship $. Its basically what every MD HS does to inflate their numbers in that regard.

I believe one of the local schools had over 100 kids apply to Johnson and Wales in RI because of a certain type of scholarship that was guaranteed to every student who met the criteria. 100 kids x 10K for the scholarship = $1 million added to the total

Since the advent of the Common App, most large schools saw a huge increase in their "**** ton" of applications - Penn State, of course, among them.

I would expect - though I do not have those numbers handy - that PSU receives among the highest number of applications of any school out there, just based on its size (might be the largest in the nation, certainly among the top couple) and its geographic location (big state, surrounded by highly populated states).

So the cost of tuition does not appear to be causing a decrease in enrollment at PSU.

The narrative is that PSU (UP, especially) is taking well-heeled out-of-staters, not in-staters in need. That is why UP smells a lot better than it did when I went there. The waft of money and sophistication permeates throughout the campus. 👃

?????

Of course it does/has (as the declining enrollment illustrates). Down 5% over the last 5 years. Student Enrollment | Data Digest (psu.edu)

And the far more extreme effect is the precipitous decline in yield - and, obviously, quality - which follow.
Whether a person cares about any of that is, of course, up to the individual.
As opposed to those who would take the stance of - "Well, as long as University Park is filled with someone/anyone - sending in a big check - in those seats, we're all good. And who cares about the CCs or academic quality?". Depends on one's perspective.
Are ya' selling used cars, or providing a quality affordable education? Perspective changes everything.

Any chance a serious look will be taken at shutting down some CCs and just giving the property to the local town? There must be a couple located in the districts of legislators that have no stroke
