Yes, there are 10 weight classes for U20 and U23. Same for the Senior World Championships. The only place there are only six weight classes is at the Olympics.

correct. It's only the Olympics that has 6 weight classes -- that was part of the decision when wrestling was restored to the Olympics, after it nearly was dropped

There are 10 weight classes in all the disciplines for international competition. The Olympics shrinks that to 6.

For the answer to "why 6?" ...
...Olympics was going to remove wrestling completely and this was a compromise.
...Why not 6?
... To create confusion.
