2) PSU could do things tomorrow - that would reduce annual operating budget issues by $100 Million - with ZERO negative impact on any of PSU's missions (and, likely, enhance and improve some of those missions).

Have to disagree with you on this on Barry. On times you do invest in salaries. Especially, when you are attempting to retain your staff. While Penn State is lucky not to be in a competitive market for staff in State College, so of the positions within the university are in demand at other universities. Additionally, there are some positions within the university that are very under market for salaries.No one "invests" in salaries. Obviously.
You invest in Missions or Goals - which sometimes involve adding staff (salaries), and sometimes involve reducing staff (salaries) as a result.

Then there is Nature's Way: losing staff (beyond expected attrition rates) and difficulty recruiting staff at offered comp levels.Most likely because people in the Human Resource areas need to periodically produce something to justify their existence. Being a former Commonwealth Campus attendee (OZ), I will beg to differ. When I went up to UP I was NOT as overwhelmed as I might well have been. That's because I was able to make friends at OZ and had a core when I went up to UP for things like IMs and hanging out. Made new friends of course. But it helped to have that core, especially when you are a bit introverted, as I am. I mean UP is so big that I had HS friends (who went straight there) that I never ran into there.I get your point here but disagree. I remember feeling a bit overwhelmed for about half a day, by the first evening I wandered over from East Halls (Beaver was my first home) to the lawn at Old Main where there was an outdoor rock band playing.
