Who is to blame for this?
I’m told it’s on Penn State because they didn’t protect two teams when given the opportunity.
What’s the scoop?

We are.... Unrivaled. It is just another team on the schedule. No game is more important than the other. Ohio State, Ohio State, Ohio State...etc. and so on.

You either lean into the “Unrivaled” narrative or you don’t. Either way you cut it, Penn State is leaning into it.

I’m not a fan of it at all. This weekend is The Third Saturday In October. Fans get fired up for it. You have The Game, The Iron Bowl, The World’s Largest Outdoor Cocktail Party, The Red River Shootout, Clean Old Fashioned Hate. Even minor things like The Egg Bowl and the Territorial Cup fire up the fans. It’s what makes college football a different thing from the NFL. Just last weekend I was tailgating for USC/Notre Dame. The atmosphere for that is totally different from what was there for Ohio State or even Clemson. It’s a rivalry game. People are fired up. Even with the bad weather and the cold, people were jazzed. I’m not a big believer in downplaying that. It diminishes the sport.

Psu didn’t protect a rival, but I’d bet my house that Ohio st wasn’t an option. Psu could have protected rutgers

Not having a protected rival also allows us to cycle through all other conference opponents more often. I have no problem with that.

Exactly, closest thing PSU has to a true rival currently.
Well, that harkens back to the old Yankees Red Sox joke when NY dominated Boston. Does a dog consider a fire hydrant its rival? Face it, we are the fire hydrant in this case.

Did PSU ask to have a "protected" game vs UM or OSU? Who knows?
If they had, would it have been established? One would certainly think so - certainly the TV $$$ folks would have been all for it - and those are the guys who have been driving the bus through this entire expansion orgy. So why wouldn't they?

I would be shocked if CJF and the PSU football program are anything but thrilled to NOT be committed to playing UM and/or OSU every year. Have you seen how they've been scheduling OOC over the last several years? Do you really think they would have argued FOR having OSU/UM on the annual schedule - as opposed to rotations that could include more teams like Indiana or Rutgers or Maryland?.

Personally, I would rather have Ohio State on the schedule every year than any other BIG team.

Play them in the conference finals if both PSU and one of OSU or UM are good enough...

Nobody know who PSU submitted as their preferred protected games. That's not public info. What's likely is that PSU submitted a few but OSU wasn't an option because of desired conference matchups. OSU - UM being protected was a given, non-negotiable. If you add PSU then OSU has 2 protected games with historically what are part of the top 4 best teams. Then they are occasionally going to pick up a game against USC because there's no way the TV networks wouldn't allow them to never play. That would mean OSU playing 3 of the top 4 tops teams in one season. OSU probably said no f'n way, not unless PSU, UM and USC all agree to do the same thing. And they all probably said no way to that. And the Big 10 probably didn't want that either because you want your top teams to have 2 or fewer losses to set them up for the playoffs. So in the end you end up with PSU - OSU not being protected.

Doubtful. College athletics has been big business for at least 30 years. But to compare it to AAA baseball or the G League is ridiculous. It's more akin to the differences between La Liga and the Premier League.
