Yes. He did not step OOB. He extended his arm and the ball to about the half yard line. If properly spotted, then you could easily see going for it and a TD.

My memory of the past PSU/UM games that have been close games is that PSU did very well in the 1st half, and then UM has the better of the 2nd half.

If the college rule is that the goal line extends out of bounds until the ball carrier is down, that was a TD.

i remember Joe running a fake FG against Mich where Joe Natshi, the holder, took off and ran. When asked, Joe said the holder has an exception
