ETA: I just re-read the original post. Didn't get it at first. If he meant to say it that way, then it sure looks good for State. However, I'm leaning more towards he was implying that a decision would be made by the 9th.
Remember, he can enroll before he signs his LOI. What we really need is someone who works in the Registrar's Office to do some digging for us a couple days before the presser.
