Katrina weakened to a 3 before landfall too, but all that time in the gulf as a 5 built a killer storm surge. That and a very shallow shelf and very shallow Tampa Bay have the potential to make this really bad.
Why/how does a shallow bay make it worse?

All that surge energy get pushed upward as the ocean floor rises. A shallow bay will push all that energy and water up and out into surrounding areas designed and built around it that expect protection from storms.

A storm surge straight into a bay especially sinister. Lots of boats and structures expect safety, and they’ll get the opposite.

Milton should weaken before it hits FL. It is currently taking advantage of near perfect conditions to rapidly intensify, but as it gets closer to FL it is forecast to encounter some pretty significant wind shear which would serve to weaken at least some. It is still forecast to be a major hurricane but shouldn't be a 5 at landfall.
Showing maybe Cat 3 but still significant.
