apparently the video is from a tournament that took place in Mexico.

The guy that did the kicking had just lost a match. And the guy he kicked had accidentally knocked the kicker's paddle out of the kicker's hand. So he (the guy that got kicked) bent down to pick up his opponent's paddle, and was rewarded with getting kicked.

The winner clearly over-celebrated and deserved it. He should have acted like he'd won before.
