I’m not sure what you’re point is? In Football My Way, Joe explained how he planned a defense around the players he had and it worked. Joe was an elite coach. Over time, he was able to recruit elite players because he was elite. Franklin had an elite team in 2016 and 2017. He has recruited at a level that he should have produced better results. Closing against OSU in 2017 and 2018 when he had a chance would have accelerated the trajectory of the program. Joe did well enough that he made the program elite. Franklin didn’t close and its no better, maybe worse.
He was throwing Effner around like a rag doll.

He'll say he wishes he could to do that in the off season over a beer with press members but is obviously too busy recruiting to obviously sit down.
My HS daughter joined her sister in the student section today. This was from our seats after a TD. It was hot as balls on the PSU side in the blue section. I was jealous of the folks 1 seat over in the white section. Also, I checked to make sure the beer was of correct temperature and I can say it passed the test. 
It’s stuff like this that has him squarely in the charlatan perception among B1G coaching circles.
He wants more, more, more, but does less with the more he already has. It’s always about what he doesn’t have vs the talent and facilities that are in front of him.
Maybe they go 10-2 this year. That’s a strong season compared to expectations coming in. But if beating Ohio St and Michigan and making the CFP is the goal, the program is getting farther from not closer to that.
Many of the systematic things (strength, mental toughness, game planning, system and player development) that top programs do seem absent or dysfunctional at Penn State.
It’s felt that way for a few years now.
Jimbo Fisher springs to mind. Certainly in his waning days at FSU.
