yeah, the rule of thumb to a ref is if you lift your opponent off the mat, then you are responsible for how they are returned to the mat. Since the wrestler that hit the move landed on the defensive wrestler's chest, the offensive wrestler could have easily been hit for a slam if had not been very careful about the return.
