a bit of an oddity.
It's not uncommon for players to move the ball forward at any level, and the ref usually makes them move it back, especially when the FK is that close to the goal. The big difference is that it's only at the top levels that foam is used to mark the ball, as well as to mark the wall.
Toney not only moved the ball, he moved the foam to make it appear that his placement was legit. And he did so while the center ref was engaged in marking the wall boundary, and had his back to the placement of the ball. At levels where foam is not used, most good refs will mentally mark the location where the ball should be placed for the FK, and after dealing with the wall, they'll check to see if the ball is in the correct position (and have it moved if it's not), before blowing the whistle to allow the FK to take place. I guess the elite-level refs are out of the habit of doing that, since the ball placement is indicated by the foam.
You could point a finger at the AR on the half where the FK was being set up, and say they should have noticed the actions of Toney, and alerted the center ref (they are mic'd, so it's easy to convey the info). In the AR's defense, there are usually @ 18 players moving into position on a FK that close to the goal, so the AR's focus is usually on where the 2nd to last defender is setting up.
Common sense would tell you that VAR should pick up the infraction and inform the center ref. But the below video indicates that they checked on that, and it's not VAR's responsibility to handle that.
It seems that Toney may have found a loophole and taken advantage of it. If that's the case, it would not surprise me if the loophole is quickly closed, and a process is specified to the refs/VAR as to who checks for this infraction, as well as the penalty for moving foam is also specified.
