If refs are holding up the snap why is the play clock running?

We made our subs with 20 seconds left Texas walked 2 off and walked 2 on got the clock down to 8. It should be reasonable amount of time for the defense adjustment. They added the hold because the defense would get caught with more than 11, but this is just as bad.

I would propose that if the offense makes a sub the D has 10 seconds of the ref sitting on the ball then it's fair game.
