Why does it matter if Harbaugh knew about the surveillance program or not?
He is the head coach and he is responsible for his players, staff and assistants. He is supposed to see to it that they all obey the rules. If he fails to do his job it is "a loss of institutional control". This finding has cost other coaches severe penalties, and in some cases their jobs. Perhaps former Coach Fitzgerald should be asked about that?

Well he could have filed them and they mysteriously disappeared. Or someone with more experience in evidence hiding informed him that expense reports in these situations are frowned upon. Hi Tom, since you like to keep updating on Michigan thought you might like to know the AP's Lary Page (MSU grad by the way) just reported that an FOIA request shows that Connor Stalions never submitted an expense report to the University of Michigan during his 17 months of employment.
Of course, this must mean Jim Harbaugh just gave Connor money out his own pocket to pay for all those tickets.
Or could it mean Stalions really did act alone as a rouge employee and funded his plan with money from his affluent parents, maybe?
