We know that price tag is an imaginary number. What does $70mm get you for now?
Something like $30mm-40mm is for winterization of the current structure. The remainder is for design, engineering, acquisition of permits, etc for the new project.

Unless "winterization" survives new construction, which is not clear, that money will never be recovered.

Don't believe the $700mm is entirely "imaginary." Believe the powers that be went to the underwriters and got an amount of bonds PSU could issue, for the stadium and other purposes, without cratering its rating. I mean, who the fu@k does half a stadium?

FWIW:
I think ALL options should be on the table.

Whatever one's "gut feel" may say, it is certainly within the realm of possibility that either a "lesser" maintain/enhance project could be preferable to the "extensive remodel" (an "extensive remodel" that, as you point out, leaves the bulk of the stadium as a 20-60 year old structure)...... and the same could be said for a "new build".... just as two examples.

Despite the barstool talk that permeates most sports-related discussions, decisions (especially decisions of this significance) should be fully vetted with all reasonable options on the table.
People responsible for those decisions should never be placed in a position to make such decisions while they simply "don't know".

Ali Kreiger a newcomer. Unfortunately Dr. Pope fell short.
Welcome to Ali, she will bring new ideas to board, Pope was a good servant of PSU spoke with her before election. She campaigned for the other two more than they did. Lubrano and Paterno have spent too much time on the BOT. Sorry they won.

So have I on two separate occasions. He did not distinguish himself.

His oldest sister is a class act who I have met a number of times.

Lots of people do. Ive seen it in European soccer, where they will do a "stand" (usually one side of a four sided stadium) at a time, so as to keep the stadium playable. In fact, the erector set construction of the Beav, except for the first 25 or so rows, may well. lend itself to that.

Here's one example.

I think ASU is doing the same thing.

Great example is the Liverpool stadium currently renovating one stand, the other was already completed, Fenway Sports Group is owner.

You asked I answered, and agree am sure he does not care. Thatā€™s part of the total disconnect he has with other Alumns, itā€™s his agenda to turn back the clock. If he is so concerned about PSU why not use his name to get the funding from Harrisburg increased?

Based on what? As stated in another post, they have lots more data than we do. Itā€™s for a portion of stadium and likely structural improvements to existing structure.

Hmmmm, Harrisburg giving PSU the authority to tax. Could give rise to some interesting possibilities. I think Dr. Bendapudi needs to give you a job!:geek:
